为认真贯彻落实党的十七大精神,切实尊重党员主体地位，进一步落实党员权利，进一步激发党员政治荣誉感、归属感和责任感，不断增强各级党组织的向心力、凝聚力和战斗力，努力营造团结和谐、积极进取的党内氛围，结合我厂实际，现就做好党内激励、关怀、帮扶工作提出如下意见：

一、指导思想

开展党内激励、关怀、帮扶工作，是深入落实科学发展观，促进党内和谐、社会和谐的重要内容，也是弘扬党的优良传统、加强党员教育管理的内在要求。各级党组织要以党的十七大精神为指导，坚持以人为本、统筹兼顾、科学严谨、务求实效的原则，尊重党员的主体地位，发挥各方面综合优势，切实从政治上关怀党员、生活上关心党员、工作上支持党员，不断增强党组织对党员的吸引力、凝聚力和感召力，努力提高广大党员服务职工群众、服务企业发展、服务社会的宗旨意识和责任意识，促进党的先进性建设。

二、基本原则：

（一）坚持以人为本的原则

从实际出发，根据不同党员的具体情况有针对性地采取励、关怀和帮扶措施，力求做到依法依纪、合理合情，确保党内激

励、关怀和帮扶工作人性化开展，规范化运行。

（二）坚持统筹兼顾的原则

既要关爱帮助党员，保障党员的政治权利、民主权利，又要加强对党员的教育、管理和监督，督促党员严格遵守纪律，认真履行义务，不断提高党员的政治素质和宗旨意识。

（三）坚持科学严谨的原则

党组织对党员的激励表彰、关怀帮助要建立在公正公开的基础上，要通过会议公开、文件公开、党务公开栏公开等形式，广泛接受党组织和党员群众的监督。同时，要区分不同情况有针对性地开展工作，不能搞一刀切，特别是对那些生产、生活、工作上有特殊困难的党员和弱势群体要实施重点帮扶。

主要做法及成效

近几年，红山窑乡党委根据困难党员较多、贫困面较大的工作实际，积极探索和落实党内“激励、关怀、帮扶”机制，通过大力实施“扶持过程”、“农民党员致富示范工程”和“特困党员救助工程”，积极引领想致富但缺乏资金、缺乏技术的农民党员发展经济项目，拥有脱贫致富产业、不断提高生活水平。

整合资源，上下联动，不断扩大扶持工作覆盖面。针对以往有的基层党组织单独开展党内扶贫济困，造成资源分散、整体效果和乘数效应不佳的问题，乡党委从集中资源、整合力量入手，积极县委组织部申请以及协调乡民政等部门，开展党内帮扶工程试点，初步形成了以乡党委牵头抓总，相关部门积极支持的帮扶体系。

创新方式，分类扶持，不断增强扶持实效性。在试点工作中，扶贫与扶志相结合，积极帮助受助党员转变创业观念、强化进取意识、增强致富信心，分类指导他们积极从事小种植、小养殖、小作坊、小经营等“四小”行业，参与“项目+基地+农户”模式的合作，确保党员有发展项目。同时，充分利用科技下乡、农民书屋和远程教育等载体，有针对性地宣传各类农业科学技术知识。成立了扶持工程领导小组，专门帮助受扶持户制定致富计划，提供政策咨询、技术指导、信息服务、协调资金。

落实责任，跟踪问效，以制度深化扶持工程。为保证专项资金能够最大限度地发挥作用，做到专款专用。乡党委在深入基层，深入群众，反复征求意见的基础上，分类确定了扶持对象的标准，规范了“党员推荐、支部把关、党委审核、结果公示、合同管理、跟踪问效”的工作程序。为降低扶持资金风险，由乡党委为所有的扶持户担保。同时，设立了党费扶贫资金专户，建立了扶持资金使用明细账，指定专人负责，做到收有凭、支有据，查有证。为了准确及时地掌握党费扶贫资金的运作情况，乡、村分别建立了“扶持”工程档案，设专人管理，按月填写资金使用情况，及时准确地掌握各扶持户的生产经营动态。为使帮扶工作落到实处，实现扶持一户致富一户的目标，推行了帮扶责任制。采取受扶持户向村党支部、村党支部向乡党委定期汇报制度，并将扶持效果纳入村党支部考核体系。通过落实责任、跟踪管理、强化考核，有效促进了扶持工作的实施，明显提高了对农民党员

存在的困难和问题

一是受到帮扶资金数额较少的限制，帮扶覆盖面不宽，力度还不够大，在一定程度上影响了扶持工程的示范效应。二是多数贫困党员文化水平低，年龄较大，思想观念比较落后，且无一技之长。一些党员自己或家人生病，生活缺少保障，而且还要承受因看病带来的经济负担，生活十分困难。三是统筹城乡党建资源力度不够，帮扶措施还不足，落实还不到位。目前，存在仅靠组织部门一家抓的情况，其他部门及资源优势还未充分调动起来，还未形成合力。

下一步工作思路及打算

加强组织领导，扎实推进党内帮扶工作。进一步健全党内激励、关怀和帮扶工作机制，发挥组织优势，整合社会资源，深化旗领导联系点，旗直部门包扶村、选派科技特派员、党员三结合致富链等措施，形成从上到下、层层抓落实的工作局面。

加大宣传力度，营造党内帮扶良好氛围。从提高贫困党员思想意识着手，建立创优争先评比机制，鼓励贫困党员率先致富。对在扶持工作中积极配合、吃苦耐劳、取得良好救助效果的贫困党员典型，加大宣传推广力度，并给予必要的物资奖励。通过扶贫与扶志双重举措，在贫困党员群体中树立起“自力更生、争先致富”的观念，进一步增强特困党员干事创业的积极性和主动性。要充分利用报刊、广播、电视、网络等媒体，宣传扶持过程中涌现出来的致富典型及卓有成

效的帮扶组织或个体，营造良好的舆-论氛围。

抓生产服务，帮扶贫困党员发展产业。发挥旗直涉农涉牧部门信息资源优势，通过送生产资料、送技术、送信息等形式帮扶困难党员。对发展同类种养殖项目的困难党员组织产前集中培训，让其掌握专项种养殖技术。实施相关人员与贫困党员“结对子”帮扶机制，并积极发挥农村合作经济组织、党员互助组和种养殖大户与贫困党员结对帮扶的“致富互助组”的作用，在产业帮带、抗御市场风险等方面给予贫困党员发展产业寻求市场，逐步建立起市场营销网络。

加强基金管理，拓宽党内帮扶资金来源。一是采取“党费挤一点、财政拨一点、党员捐一点、上级扶一点”的办法，整合民政、就业、卫生、发改、农牧、林业等部门项目资金资源，不断壮大困难党员扶助基金。二是进一步健全基金管理制度。规范困难党员的申报程序，采取由困难党员个人提出申请，支部组织民-主评议，并将情况公示，然后由支部向党委申报，党委审批并报乡党委备案。建立帮扶台账。要对农村困难党员进行分析、归类，按照轻重缓急确定帮扶对象，做到重点突出，分步实施，并对台账进行动态管理，实施有针对性的帮扶。三是合理确定基金使用项目，增强帮扶实效。要因人因地而宜，制订不同的扶助措施，提高工作的可操作性。在贫困党员生活保障、就业、看病、发展产业项目上，给予充分的扶持。针对农村困难党员，要统筹考虑基金使用的“造血”、“输血”功能，并结合送科技下乡、科技培训月活动，进行普及性培训，提高困难党员致富技能。对有脱贫

党内激励、关怀、帮扶制度

    为全面贯彻落实党的十七大关于建立党内激励、关怀、帮扶机制的精神，深入贯彻落实科学发展观，关心爱护老党员、病残及生活困难党员，有效激励党员发挥先锋模范作用，帮助党员解决实际困难和问题，进一步做好党内关怀工作，促进党内和谐，不断增强党组织的亲和力、凝聚力和战斗力，现结合我校实际，制定党内激励、关怀、帮扶制度。

1. 一、建立激励、关怀、帮扶专项资金

        通过“行政拨一点、党费拿一点、单位捐一点”等方式建立党内帮扶资金，用于激励、关怀和帮扶党员。

1. 二、建立党内表彰奖励制度

        坚持弘扬正气，鼓励先进。每年“七、一”，党委开展一次先进基层党组织、优秀共产党员、优秀党务工作者评比表彰活动。推荐上报参加市直评选的 先进基层党组织、优秀共产党员、优秀党务工作者。

　 1、每年 七、一 ，全校举行新党员入党宣誓，老党员重温入党誓词活动。
2、建立 送温暖、献爱心 和走访慰问制度。 每年元旦、春节， 七、一 期间，各级党组织要认真开展 送温暖 走访慰问活动。走访慰问离休老干部、老党员、生活困难、患病住院的党员。在党员、家庭成员去世、家庭受灾或发生意外、生活遇到特殊困难时，党组织对这些党员家庭走访慰问，积极创造条件解决党员在工作和生活中的实际困难，增强党员的归属感。（参照校有关规定执行）

五、组织领导
为加强对此项工作的领导，成立由校党委书记、校长汤伯意同志为组长，党委成员、纪检组长程业宏同志为副组长的党内激励、关怀、帮扶工作领导小组。各级党组织要把建立党内激励、关怀、帮扶机制当作单位的大事来抓，作为一项重大的政治任务来落实，形成工作制度，切实加强领导，精心组织，周密安排，切实把好事、实事办到党员的心坎上，让党员群众切实感受到党组织的温暖。
六、创新形式，务求实效
校党委及各支部要根据实际，不断创新形式，积极探索建立健全党内激励、关怀、帮扶机制的新载体，扎实抓好落实。校党委将此纳入年度目标考核工作中，年中对各党组织工作开展情况进行督促检查，以推进我校党内激励、关怀、帮扶制度不断深入。

 为了进一步健全和完善党内制度，不断加强党员经常性教育工作，使党员永葆先进性，制定如下制度。

    一、“三会一课”制度

    (一)党员大会

    1、党支部每季召开一次支部大会。

    2、会议程序：统计到会人数、由书记主持开会、围绕议题展开讨论，做好会议记录。

   3、党支部大会的主要内容有：传达学习党的文件精神和上级党组织的决定，研究制定本支部贯彻落实工作的计划或措施，听取和审议支委会的工作报告，对支委会的工作进行审查和监督，讨论接收新党员和预备党员转正，讨论、决定对党员的奖惩，选举支部委员和出席上级党代会的代表。

    (二)党支部委员会

    1、党支部委员会每月召开一次，或根据工作需要随时召开。

     2、会议程序：宣布议题、展开讨论、归纳意见(或进行表决)，形成决议、明确分工。

   3、会议范围：因工作需要，可召开支委扩大会议，但列席扩大会议的无表决权。

    4、主要内容：贯彻执行上级党组织的决定和党支部大会决议，研究制定党支部工作和党建工作计划，总结全年工作，研究党员教育管理，发展党员工作，工、青、妇等群众组织工作及其他重要问题。

       (三)党课

    1、每半年上一次，党员到课率必须达到80％以上，可吸收积极分子、发展对象参加。

    2、党课的主要内容有：组织党员和入党积极分子学习马列主义、毛泽东思想、邓小平理论和“三个代表”重要思想、《党章》和党的路线方针政策，学习党在新的时期的新理论和新要求，学习科学文化及业务知识，加强对党员的党性教育和警示教育，提高党员的思想觉悟和先锋模范意识。

    1、学习内容:

    学习党的理论创新最新成果，深入学习邓小平理论、“三个代表”重要思想和《江泽民文选》；学习十六大以来党中央提出的树立和落实科学发展观、构建社会主义和谐社会、加强党的执政能力建设和先进性建设等一系列重大战略思想，进一步加深理解和把握其科学体系和精神内涵。学习贯彻党的重大会议精神,学习党的路线、方针、政策，加强形势任务教育，增强政治敏锐性，不断提高广大干部的思想素质和业务能力。

    2、学习方式：采取自学与集中学习相结合、专题辅导与座谈讨论相结合、走出去与请进来相结合、多媒体教学与电教学习相结合等方式，不断活化学习形式，创新学习方式。

    3、学习时间：每名党员每年参加集中学习时间不少10天。原则上每月集中一次政治学习，每季组织一次集中辅导。

    4、学习要求：结合本单位业务工作实际，统筹考虑，制定全年学习计划。支部做好会议记录，党员做好学习笔记，党员领导干部笔记字数要达到3000字，每名党员笔记字数要达到2000字。集中学习采取签到方式，学习期间要遵守学习纪律，不迟到、不早退，做到听讲认真，学习专心，积极发言、讨论热烈。

    5、学习考核：各支部对每个人的学习态度和学习成果，每年进行一次考核，重点考核学习出勤情况、笔记及体会文章完成情况。考核结果与党员年终考评、工作目标管理绩效考评挂钩。

    三、党员考评激励制度

    1、考评目的:充分调动广大党员的积极性，切实发挥党员的先锋模范作用，进一步激励广大党员在平常时候能看出来，在关键时候能站出来，在特殊时候能挺出来，永葆先进性。

    2、考评内容：主要考评党员的党内表现、工作表现及群众观念，党内表现主要从党员参加党内政治理论学习、三会一课活动、党内组织活动、党费交纳、党的组织纪律五个方面考评；工作表现主要从工作业绩、参加机关活动情况、素质能力及工作纪律四个方面考评；群众观念主要从是否联系群众、服务群众、关心群众方面进行考评。

    3、考评方式：考评以支部为单位进行，采取定性、定量相结合的方式，每年年底对党员进行一次考评，考评结果分三个档次：优秀、合格、不合格。

    4、考评办法：定性采取党员个人进行自我评定、党员互评、组织鉴定的方式，占20%。定量实行百分制量化考核，占80%。定量考核坚持考评结果注重工作过程的原则，根据平时活动记载情况打分计分，其累计结果作为年终考评成绩，年终不单独考核。

 5、激励措施：对评定为优秀档次的党员，进行一定的奖励；对评为合格的党员，不奖不罚；对评定为不合格的党员要根据“坚持标准，立足教育、区别对待、综合治理”的原则，进行诫勉谈话，连续两次被评为不合格党员，按照组织程序进行处理。

    四、组织生活会制度

   1、组织生活会是党组织与党员、党员与党员之间以交流思想、总结经验教训、开展批评与自我批评为中心内容的组织生活制度，是为了加强党内监督和加强党的思想、组织和作风建设而制定的。

    2、党员必须自觉参加党的组织生活会。

    3、组织生活会主要内容包括：检查支部和党员在贯彻党的路线、方针、政策和上级党组织的决议，贯彻民主集中制原则，在思想、工作、学习、生活等方面坚持党性原则、密切联系群众、遵纪守法、廉洁自律等方面的情况和问题，以及上一次组织生活会针对存在问题所制定的改进意见的落实情况等。

    4、每次组织生活会要确立一个中心议题，并提前通知与会人员，将收集到的群众意见通知支部成员或党员。参加组织生活会人员会前要充分做好准备。

    5、组织生活会上，与会人员要积极开展批评与自我批评，认真查找存在的问题和不足。交换意见，沟通思想，相互帮助。针对存在的问题制定改进意见和落实意见。

    6、组织生活会要指定专人、有专本作好记录，按规定接受上级党组织的调阅或检查。一般每年召开一次党员组织生活会。

    五、党组织联系党员制度

    1、目标任务：各支部要开展联系党员活动。支部要加强对党员的联系，及时了解掌握党员的思想状况、生活情况，有针对性地帮助党员解决思想疑难问题，帮助他们解决生活中的困难，使他们感受到党组织的温暖。

    2、主要内容：支部要抓好党建工作、廉政建设、开展思想政治工作和社会主义精神文明建设、发展党员和其他工作任务的完成。

    3、联系方式：要定期开展帮扶活动，帮扶重点为：老党员、困难党员，通过走访、帮扶、党内捐助、救济等切实有效的活动，帮助他们解决工作、生活中的困难。要关心党员的思想政治进步，通过党员谈心活动、党员座谈等形式，对思想问题或出现不良苗头的党员要及时谈话，及时了解掌握党员的思想状况，帮助教育，化解矛盾。谈话提醒一般采取个别谈话的形式。

   4、具体要求：支部委员联系党员的分工，要有工作会议记录。每年至少对老党员、贫困党员进行走访慰问一次，要有活动记录。

    六、党员联系群众制度

    1、目标任务：各支部要开展党员联系群众活动。联系的任务为：宣传党的路线、方针、政策，帮助联系对象解决好思想、工作、生活中的实际困难，掌握他们的思想情况，做好群众的思想政治工作，并及时向党组织反馈群众的意见和要求。帮助他们解决实际问题，加快发展。

    2、联系对象：分别以支部为单位、以党员个人为单位进行联系活动。党员联系的重点对象为：入党积极分子、困难职工、群众等，由党员个人在工作、居住地范围内自行选择结对。

    3、联系方式：通过帮扶结对、开展“联、帮、促”活动，“联、帮、促”活动以支部为单位联系1个困难户，帮助1名特困学生，帮助他们完成学业，年内至少开展一次活动。每名党员至少要联系一名群众，要定期将联系对象的思想、工作、生活情况，在党内组织生活会上进行汇报，互通情况、互相支持。

    4、具体要求：支部及党员个人要做好帮扶活动记录。帮扶活动每半年做一次统计登记，帮扶活动开展情况作为支部评先的重要依据，党员个人活动开展情况与年终党员考评相挂钩。

工作制度

加强和改善党的领导最主要的是加强思想政治工作。党支部必须把思想政治工作摆在非常重要的议事日程上，认真把工作做好。

（1）要经常分析和解决思想政治工作面临的新问题。

党组织要经常调查、分析、研究群众的思想情况、情绪、要求和思想政治工作的现状、经验、问题、发展趋向等，特别是在改革开放和发展社会主义市场经济条件下，思想政治工作如何更新观念，搞好继承、改革和创新问题；党组织应当进行深入的调查研究，提出切实可行的意见，适应新形势的要求，指导工作的开展。

为进一步加强乡机关党员干部的政治理论学习，不断提高机关广大党员干部的思想素养和理论水平，按照县委的统一部署，结合我乡实际，制定学习计划如下：

一、指导思想

坚持以党的十七大精神、邓小平理论和“三个代表”重要思想为指导，认真学习贯彻科学发展观，以建设勤奋学习型机关、创新发展型机关为目标，按照 县委的要求，切实抓好乡机关的理论学习，不断提高政治思想素质和理论水平，为圆满完成20XX年的各项工作任务提供有力的思想和理论保障。

二、基本原则

1、突出主题原则。要以十七大全会精神、邓小平理论和“三个代表”重要思想、科学发展观为主要内容，同学习县委学习实践科学发展观会活动为主题，全面正确地理解和掌握党科学体系和精神实质，结合实际，抓好工作落实。

三、学习内容

2、继续认真学习国家的法律法规。如《党章》、《宪法》、《行政许可法》、《公务员法》、《中国共产党党内监督条例（试行）》和《中国共产党纪律处分条例》等法律法规。教育党员干部遵纪守法，维护党内的团结统一，保证党的路线、方针、政策和国家法律、法规的贯彻执行，推动反腐倡廉工作的深入开展。
